Governor had absolute veto power, General Assembly could not appoint officials, territorial representatives could not vote, could not bring soldiers) Cons: State would have to pay salaries of public officials

8 Early Illinois Government Illinois didn’t have enough people to become a State Changed the census closing date to include more people and counted some twice One week to write state Constitution First governor: Shadrach Bond First Capital: Kaskaskia

9 Slavery and the new state Illinois had an indentured service system. For Blacks, it lasted to 35 if male or 32 if female Could be bought and sold Children of indentured servants belong to the master. Blacks couldn’t find work without signing a contract. Debate over slavery in the Illinois Constitution: Pros Relieve labor shortage in west Slaves were personal property Cons Western land not suited for slaves Slaves would be an economic burden Competition for poor white farmers Morally wrong

10 Slavery and the new state Slavery technically banned Black Laws instituted Could not bring blacks to Illinois to free them No legal rights: Had to prove freedom Cannot testify in court or bring a lawsuit When master died, treated as property After Statehood: Pro-slavery faction tried to pass an amendment legalizing slavery Governor Edward Coles opposed
