1 SPANISH EDUCATION PROBLEMS

2 1- We have not established a stable educational legal framework. We have made of the foundations of education as a political battleground So we have a permanent reform educational legislation We have not had a state policy in education

3 2- We assigned, without coordination, educational powers to the regions. We used the schools for political indoctrination and national construction. National legislation, in almost all levels, has been further entangling with regional legislation

4 3- We have forgotten that learning essence of education, must be demanding. Everyone is forgetting the value of own effort and responsibility to educate and educate. No one requires a quality education.There are many tacit agreements between different actors to lay responsibility at the others. We do not require, or assume, responsibilities.

5 4- The curriculum and consistency between the content and methods. We have added content in the basic teachings, without replacing any and also keeping the old teaching methods. We memorizing nonsense, but we add computers to teach. The children do not speak English (and poorly written Castilian), but we put a second foreign language. Or pretend to have bilingual schools like best to learn English outside of mathematics teaching. We have occurrences and trends, mindless copying methods.

6 5-- The ratio of students per classroom varies greatly from place to place. Although in PISA ( Program for International Student Assessment) report say we have a average as Europe some places overloaded, for example Melilla. And more and more we have more foreing pupils in our classroom, who demand more attention.

7 6- There is no policy on helping teachers to study the cases of school success and promote ideas for improvement. Schools lack the flexibility to promote actions leading school success. Everything has to start from a centralized studying general policies for students and not from specific to the peculiarities of each school.
