3 3 MIPI European Transparency Project (ETP) Introduction The EU Council agreed the 3rd package of EU energy market legal obligations (ref 715/2009) on 3rd September 2009. These obligations are passed to the UK government and detail the requirements on EU gas transporters for the transparency and publication of specified data. Transparency projects are aimed at delivering improved and consistent publication of transmission data amongst EU members in order to facilitate the requirements of market participants, and to act as a step towards a regional (and ultimately a single European) energy market. The EU 3rd package grants an 18 month implementation window for EU member states. The compliance deadline is 3rd March 2011 to which National Grid must adhere, however, we will implement early on 15th November 2010. This legislation aims to facilitate an EU-wide gas market by provision of a common dataset.

4 4 MIPI European Transparency Project (ETP) Background - Market Information Provision Initiative (MIPI) In 2007 was the first phase of MIPI Its remit was to move the delivery of the key obligated and Incentivised Market Information (behind approximately 50% of the reports in the legacy IE3 system) to a new application sited on the strategic, high availability Gas Market Reporting System (“GMRS”) infrastructure. In 2008/09 was the 2nd and final phase of MIPI Further Market Information was transferred onto GMRS, including all of the remaining information that was still published by IE3 after the completion of the MIPI Phase 1 project and which would continue to be required. Additionally, MIPI Phase 2 made provision for the continued publication of obligated shipper specific data which had been sourced from IE3, thus allowing IE3 to be decommissioned. Note: As part of MIPI Phase 2 a link was provided from the IE3 page to allow those people who had this listed as a “favourite” link easy access to MIPI (so the link did not disappear after IE3 was decommissioned). This will be disabled as part of the European Transparency project.

9 9 The following data items will be submitted to ENTSOG:- Nominations 1 daily value for the ASEP's (Entry) and the Interconnector (Exit) Points (Moffat, Bacton IUK and Bacton BBL). This value is the initial aggregated nomination value (aggregated input nominations & output nominations across all shippers at each ASEP (Entry) and Interconnector (Exit) Points (Moffat, Bacton IUK and Bacton BBL). This will be issued to ENTSOG once it is available. Re-nominations/final nominations Hourly value for the ASEP's (Entry) and the Interconnector (Exit) Points (Moffat, Bacton IUK and Bacton BBL). This value is the final end-of-day aggregated nomination (which could be a re-nomination) value. Aggregated input nominations or re-nominations & output nominations or re-nominations across all shippers at each ASEP (Entry) and Interconnector (Exit) Points (Moffat, Bacton IUK and Bacton BBL). This will be issued to ENTSOG once it is available, before the end of D+1. Data to be supplied to the ENTSOG platform - further detail (for new items)

10 10 MIPI European Transparency Project (ETP) The following data items will be submitted to ENTSOG:- Allocations Values for ASEP's (Entry) and the Interconnector (Exit) Points (Moffat, Bacton IUK and Bacton BBL). The initial allocation value for each ASEP and the Interconnector (Exit) Points (Moffat, Bacton IUK and Bacton BBL) will be issued to ENTSOG once it is available. This is the original ‘provisional’ value for each ASEP (Entry) and the Interconnector (Exit) Points (Moffat, Bacton IUK and Bacton BBL). The ‘confirmed’ allocation value for each ASEP (Entry) and the Interconnector (Exit) Points (Moffat, Bacton IUK and Bacton BBL) will be issued to ENTSOG once it is available (M+7 for Exit and M+16 for Entry). Values are the aggregated allocation values (aggregated input allocations & output allocations across all shippers at each ASEP and the Interconnector (Exit) Points (Moffat, Bacton IUK and Bacton BBL). 11 11 MIPI European Transparency Project (ETP) Data to be supplied to the ENTSOG platform - further detail (for new items) The following data items will be submitted to ENTSOG:- Scaleback of interruptible capacity An indicator showing whether any scaleback of interruptible capacity has occurred on the day. Interruption in this instance refers to capacity shortfall resulting in scaleback. Scaleback (Interruption) Detail One set of information for each instance of interruption at the ASEP's (Entry) and the Interconnector (Exit) Points (Moffat, Bacton IUK and Bacton BBL). For each instance of interruption the date and scaled back (interruption) amount at the appropriate ASEP (Entry) and the Interconnector (Exit) Points (Moffat, Bacton IUK and Bacton BBL ) in kWh/day will be provided. For each day of scaleback interruption the total booked interruptible capacity at the appropriate ASEP (Entry) and the Interconnector (Exit) Points (Moffat, Bacton IUK and Bacton BBL) and the scaled back amount as a percentage of the whole booked Interruptible amount at the ASEP (Entry) and the Interconnector (Exit) Points (Moffat, Bacton IUK and Bacton BBL). The information will be issued to ENTSOG by D+1, where D is the day of Interruption. Note: This is interruption resulting from scaleback - entry capacity. This is not interruption due to shortage of supply.

The data itself will not change.

15 15 MIPI European Transparency Project (ETP)  Incorporation of all graph changes related to MIPI ETP requirements (circled green).  Link “Real Time Flow Data (Volume)” on the left hand side will be renamed to “System Entry Point Flow Data” (circled blue).  Forecast graphs to be reduced to one from three (circled red).  The text “Beach and LNG” to be renamed “Beach including Norway” in Actual Supply graph (circled orange).  “Hover Over” issue present in the map when navigating from one map to another will be resolved.  “Hovering Over” number of characters will be increased from 250 to 400.  Unit conversion information will be displayed in the “Help” menu of Prevailing View (circled black). A footnote will be added at the footer of the Prevailing View, Report Explorer and at the footer of all relevant reports to act as a reminder that conversion information is available in the “Help” menu of Prevailing View. Conversion Factors National Grid publishes data in UK standard units. To convert to other units, please refer to the following conversion factors:- 1) kWh (25oC, 0oC, 1.01325 bar) = 1 kWh (15oC, 15oC, 1.01325 bar) x 0.9990 2) Normal mcm volume = Standard mscm (UK) x 0.9479 3) mscm to kWh = mscm * 1000000*CV (39.6)/3.6 4) kWh to mscm = kWh/1000000/CV (39.6)*3.6 The above formulas are to be used as a guide only.

28 28 MIPI European Transparency Project (ETP) Revised Menu/Report “Exit Capacity Applications”. Functionality 1.The user selects the ‘Application Type’ from the drop down list and the ‘Report Type’ from the second list. 2.When the user selects an “Application Type” the dropdown menu for “Report Type” auto filters to show only the related reports for the selected Application Type, this is based on the naming convention of the uploaded file. 3.The user selects the “From Year” and the “To Year” from the drop down list 4.On click of “Submit Query” a list of all the reports within the selected time frame will be displayed in descending chronological order. The user can view and save the report. Note: The search functionality provided (by selecting options in the drop down menus) will enable the users to search for any specific report for any selected application window within a specified date range. Capacity Availability Report (NORD07) 1.Aldborough Storage will be renamed to Garton. 2.The data for the following sites will be included Garton, Barton Stacey, Caythorpe Onshore, Cheshire Storage and Fleetwood. 36 36 MIPI European Transparency Project (ETP) Data Storage All data items will be available online for a 5 year rolling basis:-  New data items - data will be collated from 1st October 2010 onwards and therefore 5 full years of data will be available from 30 September 2015.  Existing data items - Will gradually build up after implementation (15th November 2010) from 2 years to 5 years, therefore 5 full years of data will be available from 15th November 2013. This will also show which TSOs we are connected to (i.e. BBL, IUK, Gaslink).
