3 The location of land for housing for the poor  Breaking the Apartheid Structure ( how do we integrate?) Land markets  In the land markets, what are the poorest of the poor intended to do?  How did so much of the public land come into private hands? The release of land for housing between spheres  There are many pieces of land that are owned by different spheres (there is an enhanced framework for the release of state land)  HDA has role in this  Ex. land around stations

4 High price of land in the city  Can we offer more opportunities for people in cities  What are the longer term costs of high density Social issues relevant to Cape Town context  Are there cultural issues? ( rituals)  Disabilities  How do we address crime? (stealing cables etc. hiding in high rise buildings)  High rise needs body corporate (maintenance)

5  Migration patterns need to be explored to better understand peoples’ needs.  People need choice of tenure options which are affordable

6  There is a need to expedite the title deed process for title deed delivery.  Struggle to ensure that the poor, and not the middle class, benefit from these transfers  Concern over the privatization of public land

7 Many questions are still unanswered  Is there a planning framework for the building of the shelter ( norms/stds etc.)?  How does site and service approaches fit into density plans?

8  How do people become involved and aware of the strategies and opportunities. How do people access information  Issue of choice in form, tenure, location  How do we hold developers accountable for the poor qualify of housing delivery  How do you capacitated district councillors to implement housing projects. Do they have the capacity to address SPLUMB? How will the Province support this?

9  Commitment to human dignity should be at the forefront of our plans and projects ( this is both short and long term)  We are loosing sight of human capital and not offering sufficient agency to people  Site and service vs. high rise/ medium density/ private sector investment- a need to reconcile this in the policy- may need more innovation and options

10  There is a need to link PDOHS with the Vision 2030. There should be a long term vision that guides the implementation of SO6  The need for on-going engagement scales
