7 House and Senate Marks Use the House and Senate Marks as preliminary guidance for planning work -Public documents -Use as source for discussing possible funding with identified entities -Maintain on-going communication as the Appropriation Bill get closer

8 Continuing Resolution The Norm Plan for working under a CR Apprise recipients of effects of CR Grants that were funded Q1 of prior year may be funded Q1 of current year (may be limited in amount)

9 Rescissions For FY2006 we have: -0.28% rescission -0.1% Hollings Assessment -1% Govt-wide For earlier start dates, consider having proposal submitted at higher amount; advise applicant of rescissions

10 Developing RFAs RFAs can be prepared early and uploaded to Grants.gov for many programs Must identify recipients in RFA -Will be used for Grants Planning -RFAs can be updated to add recipients Notify recipients of FFO at Grants.gov

11 Allocation Tables Mandated/Limited by Statute Work with Program Managers to generate early figures Plan for possible rescissions Advise potential applicants Request applicant prepare preliminary applications to start review process

12 Informing Recipients Keep recipients/applicants advised throughout process -Inform your recipients of our new performance measures -Notify potential applicants if entity is mentioned in House and/or Senate Reports -Advise recipients how a CR can affect their funding -For known recipients, provide FFO early -Once determined, provide allocation table to recipients and advise of rescissions

13 Application Start Dates Use the Start Date to plan for Receipt of Application to meet Submit Date to GMD -Provide sufficient notice to recipient for preparation of proposal -Allow sufficient FPO processing time to prepare a complete proposal package -All funding actions are due to GMD no later than 6/30/06

15 Coordinate Budget Obligations Ongoing communication is the key to ensuring your Budget Officer plans for funding when GMD obligates the action Budget Officers now have to plan availability of funds, not only by Quarter, but also Monthly
