Causal analysis Conflict, gender, HRBA, MDGs

This session Framework; next…  Methodology: causal analysis (conflict, HRBA, gender, etc.) Identifications of issues Applying the methodology – Corruption Group case studies for CCA Tomorrow: causal & gaps – group work Conclusion

Methodology Causal, conflict, gender, HRBA, MDGs analysis: Identify the problems/issues Understand WHY the problems are occurring: causes Rank the causes (immediate, structural) Make linkages across problems & causes Assess on-going responses & gaps Identify action to address problem In the context of a CCA the causal analysis complemented by: – role analysis - who must do something about it – analysis of what capacities are needed to take action – analysis of UN comparative advantages

The conflict, gender, HRBA, MDG lens Look at the identified problems thinking: Has has the issue contributed to creating national/local level conflict or to undermining peace consolidation? How? Are women particularly affected? also look at: The impact of conflict on the situation? On the relevant MDGs?

Causal tree with a conflict, gender, HRB lens Conflict over access to power; W marginalised Inst. not evolved into political democracy Weak civil society Traditional structures Non transparent power sharing mechanisms People, esp. women not empowered to participate Problem Immediate causes Structural causes

Using a conflict, gender, etc. lens Identify: actions that, whilst addressing the identified sector problem, will contribute to reducing conflict risks (e.g. conflict sensitive actions) & key stakeholders Guide in assessing: If & how on-going responses are addressing the problem & related causes (inc. linkages to conflict), & the gaps

A critical last question Thinking about actions, ask: What, where, how can action produce the greatest transformation & results in terms of addressing the structural & immediate state & peace building challenges?
