Paris MOU on Port State Control Port State Control Officers u Employed by maritime Authority u Qualifications: –flag State surveyor –licenced as captain, chief engineer, naval architect or equivalent u Adequate knowledge of international conventions and PSC procedures u In possession of PSC identity card 3

The Syllabus of Competence u For new Entrant PSCOs u Guidance for training content –Items to be included in the training –Level of knowledge that is required, is indicated u Content –Paris MoU text, annexes and instructions –Relevant instruments –Required number of (supervised) inspections u The Administration keeps records of all activities 7 Paris MOU on Port State Control

The Professional Development Scheme u For experienced PSCOs u Covers a period of 5 years u Requires the PSC Officer to: –Perform a minimum number of inspection per year (10, 25 or 40 (or more) each year) (10 points) –Complete a selection of training programmes »DLP on Paris MoU Procedures (obligatory) (5 points) »Face to face training programme (National, Paris MoU or EMSA) (5-10 points) –Gather a minimum of 30 points in 5 years u The Administration keeps records of all activities 8 Paris MOU on Port State Control

Example 1 PSCO 1 u 10, 20,12,15, 30 inspections u DLP procedures u DLP other u EMSA Refresher Course u National training on PSC u 5 points u 10 points u 5 points 30 points, PSC can be authorized 9 Paris MOU on Port State Control

Exemptions u For both groups some exemptions are allowed: –To a limited number of PSCOs –Specific guidelines are to be adhered too »Guidelines are detailed in specific documents 11 Paris MOU on Port State Control
