2. About Torbay Torbay is a coastal unitary authority located in South Devon. The Care Trust and Local Authority share a coterminous boundary and serve a resident population of around 134,000. Torbay is one of a handful of Care Trust’s in the country, where the Care Trust is commissioned by the Local Authority to provide the adult social care services, in addition to the services / commissioning of PCTs.
