1 Site Councils & The Budgeting Process Roles and Responsibilities

2 Where are we in this process ? o Board of Education action revising Policy 1692 – School Site Councils March 2015 – First major revision since 1992 o Schools bring both by-laws and councils into conformance with revised policy o Deadline of December 31, 2015 for conforming by-laws

3 How did the policy change? ▪ New in policy: –Principal must be a member of the council –Purpose of council is advisory except where specific responsibility has been delegated by law or policy –Representative nature of council is more closely defined –Responsibilities for advising on contents of SIP –Communication responsibilities with the member’s “constituency”

4 Roles of Site Councils – in the budgeting process ▪ Learn about budgeting parameters – what are the limitations of different sources of funds? ▪ Consider the needs of the school’s students – Connect to the School Improvement Plan (SIP)

5 Roles of Site Councils – in the budgeting process ▪ Advise the Principal on: –School academic and social/emotional priorities for students –Staffing needs –School programming –Other items requested by the Principal

6 Roles of Site Councils – in the budgeting process ▪ Participate in the planning for the use of Compensatory Funds in alignment with the School’s Improvement Plan (SIP) student goals ▪ Participate in the planning for the use of Title I Funds in alignment with the School’s Title I plan, if the school receives Title I funds.

7 Roles of Principals– in the budgeting process ▪ Provide information to Site Council on sources of funds allocated to the school ▪ Guide the discussion of student needs aligned with the SIP ▪ Seek advice from Site Council on the school budget use

8 Roles of Principals– in the budgeting process ▪ Participate in the planning for the use of Compensatory Funds in alignment with the School’s Improvement Plan (SIP) student goals ▪ Participate in the planning for the use of Title I Funds in alignment with the School’s Title I plan, if the school receives Title I funds. ▪ Make final budgeting decisions & communicate these to the site council ▪ Propose the final budget to the district
