1 11 Revised Fertilisers Regulation This position reflects the current stage of internal discussions in DG ENTR F.2 and not necessarily the content of a possible Commission proposal PROPOSED RULES FOR BLENDING Fertilisers Working Group meeting 15/16 December 2014

2 Definition Blended fertilising product means a fertilising product obtained by dry mixing of two or more CE marked fertilising products with no interaction between the component parts. In the final product, the various components remain distinguishable from each other 2

3 Blending rules: General principle CE marked fertilising product+ CE marked fertilising product = CE marked fertilising product Sub category 1: simple blend Sub category 2: complex blend 3

4 Rules for blending Essential safety requirements Each component of the end product shall have successfully undergone the conformity assessment required for that component The process shall not change the nature of the components in any significant manner Lists of uncompatible blend will be drawn up (e.g. ammonium nitrate with organic based fertilising products) 4

5 Rules for blending Other quality and safety recommendations A table of compatibility of components to prevent safety or security and quality issues have been established based on good industrial practice. Reference to this table would be recommended. 5

6 Rules for blending Essential labelling requirements The identification of the different fertilising products present in the end product and their relative composition shall be labelled If the end product is marketed in accordance to the mix's main function, it must be labelled in accordance with the labelling requirements of that category If the end product is marketed as a blend of two or more fertilising products, it must be labelled in accordance with the labelling requirements of each category. 6

7 Rules for blending Essential labelling requirements When organic fertilising products and inorganic fertilisers are used to produce complex blend fertilisers (sub-category 2), the designation 'organo-mineral fertiliser' may be used 7
