Finnish National Structure CIMO Annika Sundbäck Mundus in the Land of equal access to Higher Education Finnish Law does not allow fees -> EM? - payments to consortia, coordinator compensation - EU student scholarships - Ministry of Education supporting universities directly through bilateral negociations: i.e salary for programme administrator Private sector not yet much involved in financing HE

Double public funding in EM Quality Assurance - normal national procedures (internal/external), ENQA, NOQA Sustainability - better institutional funding as a result of EM - so far not depending on tuition fees
