2 Desired Outcome Business Mail Measurement Measure Service Performance for First-Class Bulk Mailers Generate Results at a Reasonable Cost Results Must be Acceptable to Both Mailers and USPS Operations Measurement Solution: Assess Feasibility of using CONFIRM

3 Business Mail Measurement Status Feasibility assessment is complete and the workgroup has been informed of the results Five mailers participated in the assessment Thirteen mailings observed at six unique locations from November 2002 – February 2003 Workgroup 60 has been sunset

4 Business Mail Measurement Workgroup Findings The current Confirm ® environment does not lend itself to measure end-to-end business mail performance as data quality cannot be assured However, steps can be taken to improve the process and MTAC Workgroup 80 will begin addressing many of these steps in addition to others

5 Business Mail Measurement Workgroup Recommendations 1.Establish minimum mailer requirements for service measurement 2.Allow customers interested in measurement to opt-in 3.Move to a manifest concept so mailing data provided is actual rather than planned 4.Tailor quality assurance to the situation 5.Engage mailers in the process and provide consistent communications and education/training 6.Identify opportunities to leverage existing technology and integrate with planned USPS’ initiatives

6 Business Mail Measurement Next Steps Begin work across five Workgroup 80 teams: –Scan Performance –Reports –Pre-Shipment Notification –Training –Future
