30.10.2015 11 Institutional care and housing services in social care 2014 Residential homes for older people had 11 159 clients and sheltered housing with 24- hour assistance 37 130 clients on 31 December 2014. Compared with the previous year, the number of clients in residential homes for older people fell by 6.4 per cent, while the number of clients in sheltered housing with 24- hour assistance grew by 6.7 per cent. Even the number of clients in long-term care in health centre wards dropped by around 30 per cent. The structure of the service system has changed. Use of sheltered housing with 24- hour assistance is up, while use of institutional care is down. At the end of 2014, institutions for people with intellectual disabilities had a total of 1 241 clients, which was 15.2% down on 2013. Altogether 1 117 persons lived in the institutions on a long-term basis. By contrast, the number of clients in housing services for people with intellectual disabilities increased by 1.5 per cent, to 7 145 clients at the end of 2014. Client numbers in psychiatric housing services increased a little on the previous year (1.2%). A significant share of the sheltered housing in social care is provided by private service providers.
