9 Guiding Questions  What information/knowledge gained from the network participation was the most useful for you?  What actions to improve the PBO operations have you undertaken as a result of your participation in the network?  Was there any cooperation between the network members (what have the respective delegations learned from each other and what has been implemented and how)?  Would the progress be possible if you have not participated in the network activities?

11 VCS Example 1/2 MR DAVID SAFFA, PAC CLERK, SIERRA LEONE - WAPAC REALIZED VALUE APPLIED VALUE POTENTIAL VALUE IMMEDIATE VALUE Based on the knowledge gained from various WAAPAC meetings (especially after the 2011 training in Togo) I decided to develop a training manual for new PAC members (two hour session induction program). In 2012, after the parliamentary elections there was a high turnover of the PAC members (seven out of nine were new). I conducted an induction program for them. After my session, the new MPs came to my office to congratulate me on the training which gave them an overview of their new roles and responsibilities.

12 VCS Example 2/2 MR ALBIUS MTONGA, PAC CLERK, NAMIBIA - SADCOPAC REALIZED VALUE APPLIED VALUE POTENTIAL VALUE IMMEDIATE VALUE I found the Clerk Training held in Kampala, Uganda/ 2013 about report writing very useful. I understood the value of writing good reports. Our own PAC reports were very long (up to 110 pages) and contained a lot of unnecessary information. Since then … the reports written by us clerks have been 30 pages long and the content has been simplified. TBD

13 Collecting VCS - Outcomes Members indicated improvement in the following areas:  Developing partnerships with relevant accountability stakeholders  PAC Operations  Performance Audits  Enhancement of the PAC recommendations follow up procedure  Public hearings  SAI Independence, and other

15 Stories collection process  Face to Face interviews with each delegation (30 min)  Stories will be shred with the Community on the GNPBO platform  Interview summary will be send by email with the request for confirmation
