2 PROGRAMME 2 Mine Health and Safety Purpose Execute the Department’s mandate to safeguard the health and safety of the mine workers and people affected by mining activities. Objective Reduce mining-related deaths, injuries and ill health through the formulation of national policy and legislation, the provision of advice, and the application of systems that monitor, audit and enforce compliance in the mining sector. 2

3 3 STRUCTURE OF THE MHSI BRANCH The MHSI Programme comprises of two sub-programmes: - Mine Health and Safety (Regions). - Governance Policy and Oversight (Head Office). Mine Health and Safety (Regions) is responsible for conducting audits, inspections, investigations and inquiries, enforcing the Mine Health and Safety Act and its provisions, examination services and providing professional advice. Governance Policy and Oversight (Head Office) is responsible for governance; development of policy and legislation that enhance enforcement work; technical support of the regions; chairing of tripartite structures (i.e. MQA and MHSC); administration and issuing of government certificate of competency; and facilitation of HIV and Aids work in the mining sector.

10 2.Contribute to skills development Contribute to skills development Implement certificates of competency model to improve pass rate. Collaborate with DHET and other stakeholders through Mining Qualifications Authority (MQA) to ensure implementation of skills development programmes. 10

13 13 CHALLENGESCORRECTIVE MEASURES Occupational Health. DMR Chief Directorate: Occupational Health has been established and implements strategy for enhancing health matters. Collaborate with social partners in monitoring the implementation of 2011 Summit commitments on elimination of silicosis, NIHL, TB, HIV and Aids. Mining Companies are now reporting on the programmes implemented in relation to HIV and TB annually to the DMR. Monitor implementation of Guidance Note for the Management of TB at the mines. MHSC coordinating research on prevalence of non-communicable diseases in mining sector also in support of NDP.

14 14 CHALLENGESCORRECTIVE MEASURES Implement enforcement measures in line with legislation and enforcement guideline. MHSC is considering worker tracking technology to assist during emergency situation. Monitor the implementation of 2011 Summit commitments on elimination of fatalities and injuries. Department will promulgate regulations on trackless mobile machinery which include legislation on use of PDS systems. Ensure that platinum mines implement start up procedures including making places safe and conducting medical examinations. Occupational Safety.

15 15 MHSI KEY TOPICAL ISSUES AND PROJECTS Mine Health and Safety Summit. - Summit is planned to take place in November 2014. - Purpose of the summit is to review the state of health and safety as well as to make recommendations to improve health and safety in the mining industry. Mine Health and Safety Act Amendment. - Review seeks to strengthen enforcement provisions, streamline the administrative processes, reinforce offences and penalties, remove ambiguities in certain definitions and expressions and to harmonize the Act with other laws, in particular the MPRDA.
