ON EXISTING SUPPLY SITUATION FOR DEVELOPMENT GETTING CHILDREN TO SCHOOL IS NECESSARY BUT NOT SUFFICIENT. ALSO NEED: TO ENSURE THAT ONCE IN SCHOOL THEY RECEIVE A QUALITY EDUCATION A MACROECONOMIC CLIMATE CONDUCICE TO ABSORBING INCREASE IN SKILLED LABOR FORCE PRODUCTIVELY
