3 Overview of the NASA Safety Program
NASA safety objective is to avoid loss of life, personal injury and illness, property loss or damage, environmental harm resulting from any of its activities and to ensure safety and healthful conditions for persons working at or visiting NASA facilities NASA shall comply with all applicable regulations NASA Safety & Health requirements Requirements of those federal agencies with regulatory authority over NASA such as OSHA, EPA, and DoT NASA requires every employee to report workplace hazards NASA ensures that there is no reprisal to personnel for reporting unsafe or unhealthy conditions

4 Overview of the NASA Safety Program
The NASA Safety Policy stresses the individual responsibility of each employee for their own safety and that of their co-worker. Risk within the work environment must be managed to control hazards and continuously improve workplace conditions The Occupational Safety & Health Administration (OSHA) has recognized JSC as a leader in health and safety by awarding the “Star” designation level of achievement in the Voluntary Protection Program (VPP) As a VPP Star, JSC has a comprehensive and successful safety and health program, is below the national average for the industry in injury/illness rates, has demonstrated good faith in dealing with OSHA, and serves as a safety & health mentor to regional industry

5 What would be expected of you at JSC
All contractors performing work at JSC shall comply with all applicable safety and health regulations JSC does not assume the responsibility of the “employer” for contractor employees Every major onsite contractor shall have a designated safety official and shall conform to a written safety and health plan Failure to comply with safety and health requirements may result in contract termination, lower fee, and exclusion from future contract awards

6 Submission of detailed Safety & Health data with your proposal
Safety & Health Plan shall include detailed discussion of the policies, procedures, and techniques that will be used to ensure the safety and occupational health of your employees and to ensure the safety of all working conditions throughout the performance of the contract. Statement regarding past OSHA citations will be required Records of OSHA recordable injuries (OSHA Logs & calculated frequency rates) Insurance carrier information including experience modifier

7 A Successful Safety Program Model
Based on 4 Basic VPP elements Management Commitment Employee Participation Safety and Health Training Worksite Analysis Hazard Prevention and Control Whether or not you participate in the OSHA VPP program, you are expected to cultivate a strong relationship between management and employees. This has been proven most effective at identifying common hazards and encouraging employees to work with management to prevent injuries. Workplace Analysis systematically identifies hazards Hazard Prevention and Control manages hazards once they are identified. Training programs establish and maintain your culture and educates employees how to protect themselves and their co-workers.

8 The Safety & Health Plan
Safety & Health Plan provisions you should expect to address on a typical JSC service contract Management Leadership and Employee Participation Management Commitment – demonstrable leadership via goals, objectives, and policy statements Planning – safety is planned, it doesn’t just happen Written Safety & Health Program Authority and Resources – roles and responsibilities, funds, manpower (designated safety and health official, safety representative, medical contact, fire wardens) Employee Involvement – participation at all levels Safety & Health Program Evaluation – how is the program doing There are things your management should do to demonstrate commitment: Meetings to discuss employee jobsite concerns Conducting inspections Conducting training Announcing and discussing policy – safety policy should be simple and direct “We look out for each other” “Management is committed to your safety” “All injuries are preventable and we work together to make sure we have a safe workplace” Setting achievable goals, like “we will continuously reduce injuries” Plan how jobs will be accomplished in a safe manner Equipment checks Appropriate clothing and protection Briefings on tasks Scheduling personnel What documents will you have describing your safety activities and responsibilities? What is top management’s role in safety – this could include some of the information you discussed in Management Commitment Roles each employee, supervisor, manager plays in your safety program, like: Performance of training Inspector Authority to change processes/instructions or stop work What is general policy regarding expenses for safety improvements or fixes

Worksite Analysis Management Understanding – of hazards (recognition and response) Industrial Hygiene – specialized area requiring technical support and coordination Pre-use Analysis – before you use a new or modified piece of equipment or process, what has changed with respect to the hazards involved? Hazard Analysis – of jobs, equipment, systems, processes Routine Inspections – to catch hazardous conditions before someone is hurt Employee Hazard Reporting – ways to encourage reporting Accident/Incident Investigations - response, reporting and correcting negative findings Identify the hazards that are typically present in your type of business. How will you regularly educate your employees on these hazards? What action will you typically take to control these hazards? Identify IH areas that you will analyze and/or monitor and how will you conduct this monitoring: Chemical – fertilizers, pesticides Biological – allergies, illnesses Ergonomic – lifting hazards, repetitive motion, Mechanical – cutting tools, mowers, impact from rocks/debris Radiation – heat stress, sun burn, eye strain Pre-use and Hazard analysis can be addresses together. This is an approach you will use to systematically identify specific hazards associated with the specific job you are doing. Mention that OSHA has a JHA circular

Hazard Prevention and Control Certified Professional Resources – safety professionals, industrial hygienists, trainers, system safety practitioners Hazard Elimination or Control Maintain a list of hazardous operations and processes Develop written procedures to identify safety procedures Methods for notification of personnel Hazard Control Programs – such as lockout/tagout, confined space entry, asbestos/toxic exposure, PPE Occupational Healthcare Program – medical surveillance program, treating injuries & illnesses, case management Prevention Maintenance – of equipment and systems Disciplinary System – approach to modify behaviors Emergency Preparedness – fire, explosion, weather Do you have access to safety professionals, like CSP’s and Industrial Hygienists? Where do they come from? How and when will you call for help? Discuss what your process is for selecting controls for hazards? Will you always look to eliminate them, or will you rely more on training, procedures, equipment…. What PPE will you need? Will you provide it to employees or will you insist they get their own Eye goggles – for mowing, weed wacking, etc. Protective footwear for heavy machinery operations Gloves for chemical handling, sharp tool handling, etc. What OSHA special programs do you think will apply to your work?

11 The Safety & Health Plan
Safety and Health Training Program Description – describe your training program to ensure safe work practices, hazard recognition and to meet all regulatory requirements Tailor training toward specific audiences – managers, supervisors, employees (crafts, office workers, etc.) Discuss certification programs – training requirements and physical conditions Train for emergencies – fire drills, evacuation drills, site emergencies Personal Protective Equipment – training in the use and care of PPE Training in hazard communication, confined space entry, lockout/tagout, etc. What kinds of training will you provide yourself? What training is best provided by outside resources? Based on the plan already described, what do you think a supervisor training program should consist of – KEEP YOUR S&H PLAN CONSISTENT WITHIN ITSELF. Basic employee safety must instruct the employee how to perform their job safely. Manager training could be the same as supervisor training.

Willful and deliberate disregard of hazardous area access controls Lockout/Tagout violations Inadequate fall protection Failure to use personal protective equipment Unauthorized confined space entry Horseplay and other unsafe behaviors Possession of drugs, alcohol, or firearms while on duty Failure to submit reports on schedule

13 Recommendations For the good of your employees and your business, take safety seriously and proactively plan to PREVENT injuries Understand the data requirements Tailor your plan to what you will do on the contract Ensure your plan follows the DRD format Any safety and health requirement you feel is not applicable to this work, tell us why Contact the procurement point of contact on this solicitation if you have any questions
