Mongolia SME Observatory Results The following slides summarize the responses of 1511 SME interviews conducted by staff of the SME Department of the Ministry of Labour of Mongolia in September 2014. SME owners were asked how difficult it was to get business permits (beyond registration) in terms of the time spent on the process. This was measured in the hours devoted to getting the permits, with the following gradations: Very easy (hardly any work was required, up to 1 day/8 hours in total) Fairly easy (there was some work, but it was not too hard, up to 3 days/24 hours work in total) Not so easy (it required quite some time on the process, you spent up to 5 days/40 hours in total) Hard (the SME spent a lot of resources on the process, more than 5 days/40 hours in total) Regardless of size, legal format, number of employees or sector, the majority of SME owners noted that the process of obtaining business permits was in the two harder categories.
