16. 16 American Recovery & Reinvestment Act of 2009 (ARRA) $10.4 billion total, $9.9 billion in extramural funding ARRA increased NIH research funding, changing a pattern of steady funding since the end of the doubling in FY 2003. Without ARRA, there would have been a decrease in funding when we adjusted for inflation AIRI members continue to account for 6 – 7 percent of NIH funding. AIRI accounts for nearly 12 percent of NIH research center awards The number of first time investigators has risen for NIH as a whole.
