EM-1 Office of Environmental Management SAFEGUARDS AND SECURITY Post September 11 events have required EM to increase the level of protection at DOE sites and offices. Most increases have been for protective forces. Earlier in the fiscal year, EM received a supplemental appropriation of $8.2 million for Richland and Savannah River to increase physical protection at those sites. On May 2, DOE submitted a reprogramming request to Congress to cover $30 million in increased safeguards and security needs for FY 2002. EM-7

EM-2 Office of Environmental Management SAFEGUARDS AND SECURITY (Contd.) The House Appropriations Committee has reported out an $83 million supplemental appropriation for FY 2002 for EM. However, funding will only be available if the Administration submits a request to the Congress. The Senate Armed Services Committee has authorized an $82 million supplemental appropriation for FY 2002 for EM. EM-8

EM-3 Office of Environmental Management As passed by the House: Authorizes $6.59 billion for defense activities, including $800 million for Defense Environmental Management Cleanup Reform, the same as requested Funds allocated “to each site for which the Secretary has submitted to [Congress] a site performance management plan” Funds would be merged with other accounts. Defines “site performance management plan” as a plan, agreed to by Federal and state regulators, to accelerate the reduction of risk and cleanup. EM-5 Office of Environmental Management NATIONAL DEFENSE AUTHORIZATION BILLS FOR FY 2003 As passed by the Senate Armed Services Committee: Authorizes an additional $200 million for Environmental Management Cleanup Reform No funds may be obligated or expended until DOE EITHER: Publishes a report with criteria for selecting projects and for setting priorities between projects Publish in the Federal Register, with 45 day public comment period EM-11

OR Reallocate funds among sites based on the FY 2002 allocation Must submit report to Congress listing projects at each site to be allocated funds, 30 days before funds are obligated No funds can be expended at any site not funded in FY 2002 EM-12
