Established a voluntary “club”: the JAA JAA delivered a set of common regulations, a methodology to work together and standardization Enabled to build confidence and a framework for cooperation JAA had limitations National Variants in regulations Not a single EU voice No enforcements powers Led to the creation of an EU Agency Enablers, Obstacles and Lessons Learned Enabled by the EU institutional framework

7 Some considerations Each RSOO has a raison d’être. This defines its scope, remit and key functions (Width and depth) Each region must develop its way to build up its RSOO in a manner commensurate to its needs and resources and specific constraints (technical and « political ») The bottom-up approach seems to be the most common approach and enables the building of confidence of the member/partner states Enablers, Obstacles and Lessons Learned
