2 National ITS Infostructure Goals –Support FHWA goals: including national security and all-weather military mobilization –Adequate surveillance to support all Intelligent Transportation System (ITS) functions –National Highway System coverage at minimum Objectives –Definitive requirements for large investment –Mobilize all partners –An open system –An integrated system

3 “Road Weather” Observatio n Environmental Observation Many Local Agencies and Information Services National Weather Service and Others: Satellite, surface, radar observations Transportation Surveillance –An open system Coordinated standards and architecture –An integrated system Allocation among platforms Common assimilation, distribution, archiving

4 Transportation Role in Environmental Sensing Mobile Pavement Temperature, Chemical Differential GPS: Integrated Water Vapor Fixed Environmental Sensor Station CCTV and Infrared for Visibility and Road condition

5 Current ESS Census: 1,200 RPUs, equivalent to one per 133 NHS route miles. Requirements:How Many? -- relative to prediction needs -- by climate type -- tradeoff with remote sensing

6 Actions Needed Coordination within transportation –Open system: ITS and ESS standard –Data ownership, liability issues Coordination with meteorological community –Efforts for integrated observing system under the Office of the Federal Coordinator for Meteorology (OFCM) Requirements research –Better guidance for 5-10 year investment program (transportation and other platforms)
