2 FOLLOW-UP ACTIONS 1. In– service training of teachers As from September 2006, put in place an in-service training program for all teachers of the primary and secondary schools. Stop pre-service training for 1 year and use existing teacher training institutes for in-service training 2. Reduction of repetition rate -As from September 2006, sensitization of the education community on the new measures aimed at reducing repetition. Use training programs to change assessment methods and change teaching practices -Effective implementation as from September 2007. 3. Universalization of lower secondary education by 2015. This is more ambitious than current strategy goals, to reflect the need to develop quickly a skilled labor force. 4. Management of teachers will be decentralized with the view of improving the allocation of teachers in rural and disadvantaged areas. Specific targets have been set for the next «3 years.

3 FOLLOW-UP ACTIONS 5. Promote excellence, merit and assessment -Start regular assessments of learning achievements and share results as from next school year. -Curricula assessment to start in September 2006, including particular attention to math and science teaching. -Teacher’s assessment. 6. Strengthen technical and vocational education through partnership contracts with selected major enterprises. Government will provide facilities and operational expenses. Enterprises will provide curricula, teaching staff and equipment. 7. Grant greater financial autonomy to the universities in order to ensure self-reliance. 8. Reduce the cost of textbooks as from 2007. The Government will explore the possibility of owning copyrights as well as launching international tenders to ensure lowest prices. Free textbooks will be distributed in disadvantaged areas. 9. Reduce the cost of the construction of classrooms as from 2007, and allocate additional classrooms to disadvantaged areas to reduce geographical disparities.
