2 Background Multi-Radio Network Discovery –It is necessary in order to support inter-RAT handover in the multi-radio environment. –It makes possible that multi-mode MS discovers the available Access Networks (ANs) and monitors their status. –Multi-mode MS Equipped with multiple radio interfaces Should activate radio-interfaces and scan ANs in time. –Additional power consumption of MS is not desired due to frequent network discovery Necessity of power-efficient network discovery –Can reduce power consumption of MS by using Location-Based Services (LBS) considering multi-radio environments

3 Network Discovery Two Approaches for Network Discovery –Periodic Network Discovery –Location-based Network Discovery Periodic Network Discovery –Mobile Station (MS) periodically scans ANs at a regular interval. –If it scans more frequently Pros : it may be possible to detect ANs more quickly and more accurately. Cons : MS consumes more energy. –Power consumption of MS highly depends on scanning frequency.

4 distance Location-based Network Discovery MS activates a radio-interface for scanning an AN when it enters a coverage of a non-802.16m BS. Can reduce the energy required for scanning compared with periodic network discovery. Requirements –MS should be able to support a LBS. –It should be possible to collect the location information of ovelaid ANs. 5 Location-based Network Discovery Network Discovery Information –Include assistance data to allow the MS to discover available ANs. Refer to 3GPP TS 23.402 and 3GPP TS 24.302. –802.16m BS provides the MS with network discovery information. Proposed additional Information for Location-based Network Discovery –Location information of overlaid non-802.16 BSs To measure the distance between a MS and a (non-16) BS Similar to TLV for the geo-location information of legacy LBS-ADV ex) Absolute Position, Relative Position, GPS Time, Frequency Accuracy –Service-available range of overlaid non-802.16 BSs Service_Coverage (may be denoted by meters) –Service-available coverage recommended by non-802.16 systems For network discovery triggering –“Distance between a MS and a BS” <= “Service_Coverage”

6 Location-based Network Discovery How to transfer a Network Discovery Information –Query & Response MOB_LBS-REQ (MS  BS) –Include AN IDs. MOB_LBS-RSP (BS  MS) –Include location information of available non-802.16m BSs demanded by the MS. –Broadcast (LBS advertisement) Can use advertisement messages, such as legacy LBS-ADV –Include location information of non-802.16m BSs overlaid with a 802.16m BS. –The location information can be included in LBS-ADV.

7 Text proposal for SDD Insert the following text into Support for Location Based Services clause (Chapter 14 in [IEEE 802.16m-08/003r4]) ------------------------------- Text Start ------------------------------- 14 Support for Location Based Services 14.x LBS Application for Multi-Radio Environments In order to discover access networks supporting LBS over multi- radio environments, 802.16m systems need to share the location information with non-802.16 systems, and provide to multi-mode MS with the assistance data for the location-based network discovery, such as a location information and service-available coverage information of overlaid non-802.16 BSs. The MS may obtain the assistance data by querying the 802.16m systems or by receiving LBS advertisement (LBS-ADV) messages. ------------------------------- Text End -------------------------------
