19  For people who live within a ½ mile distance or have transit access to continuation schools, Identify them and Patronize them.  For people who don’t have access to schools, it is more efficient to build schools at where they cluster to help them.

24  Most people are within continuation education service area.  More money need to be invest on improve the lessons or improve people’s awareness of going to school.  One or two continuation education schools need to be build.
