5 Pennsylvania Resource Pre-Deployment Strategies Pre-mission assignment: assign teams to specific tasks in anticipation of an incident. Bucket brigade or Backfill: move the closest resources to the incident and have more distant resources move in behind them. Catastrophic Incident : an extreme natural disaster or act of terrorism, that overwhelms or destroys the existing supply and distribution infrastructures thereby placing the public at significant risk due to lack of basic commodities.
