Allows Pinoys in the US to return under government expense But home was unappealing - no jobs Did not want to return as failures Many never returned because of the Great Depression

Filipino districts were centers for migrants & not places to live Chinese and Japanese already had retail shops Many came during Great Depression so there was no money to loan out Spoke English- so not limited to ethnic jobs
