Objective Create a model SIP/TIP (“STIP”) to help States & Tribes prepapre regional haze implementation plans by States that need to meet the December 31, 2003 submittal deadline in Section 51.309(c) of the regional haze rule. Overview Preparation of the first 309 SIP/TIP will be a major undertaking due to the large amount of technical support documentation needed. Will be important to be able to easily incorporate this support documentation into the appropriate 309 plan sections, with the ability to make adjustments to technical data accordingly. Deliverables 1. Develop a Model STIP. Will start with the SIP/TIP template prepared in 2000 and further refine into a “working template”. Instructions will be provided on how to incorporate technical documentation into the working template. Each section of the template shall be written in boilerplate language where appropriate, including references to Section 309 requirements. Deliverables 2. Draft 309 SIP for Oregon. Will use the Model STIP to prepare a draft regional haze 309 SIP for Oregon. 3. Model TIP for Tribes. Will use the Model STIP to prepare a Model TIP. 4. Public & Stakeholder 309 Outreach Support. Will prepare list of all public & stakeholder outreach material, and outline of 309 outreach process.
