The Principles of ESCI Intermediate cities in Latin America and the Caribbean present a dynamic of population and economic growth. Sustainable growth in three dimensions: ₋Environmental sustainability and climate change (vulnerability and mitigation) ₋Urban sustainability (security, public, social, and economic services) ₋Fiscal sustainability and governance Agreement with the National Government to advance work with municipal governments.

Citizen Monitoring The citizen monitoring system of ESCI seeks to promote the participation of civil society in following up with the implementation of the Action Plan, through standard measurements on the state of progress of the actions proposed. The foundation will strengthen its citizen monitoring system through perception surveys (cover ESCI methodology topics). Follow-up ESCI indicators gathered in the diagnostic phase. Develop an interface that allows citizen access to all this information.
