3 Terms of Reference of the Mission  Review the system of Fund Flow from State Government to Schools/Cooking Agencies and the Time taken in this process.  Review the Management and Monitoring of the scheme from State to School Level.  Review the Implementation of the scheme with reference to Availability of Food grains, Quality of MDM, Regularity in serving MDM as per approved norms and Mode of Cooking.  Role of Teachers  Convergence with School Health Programme (SHP) for supplementation of Micronutrients and Health check-ups and Supply of spectacles to children suffering from refractive errors.  Creation of Capital Assets through kitchen-cum-store/kitchen devices  Appointment of Cook-cum-Helpers for preparation and serving of meal to the Children 3 Ministry of HRD, Govt. of India

22 22 Recommendations Ministry of HRD, Govt. of India  Advance payment of cooking cost and honorarium to cook cum helpers may be ensured.  Better Monitoring of the centralized kitchens from where the MDM is supplied to certain schools.  There should a state level order on preparation of Menu laying down minimum food norms as per MDM Guidelines.  Kitchen Gardens and Green Squares should be encouraged. This can become an Activity for children.  Training should be given to cook cum helpers on nutrition aspects including the use of fortified and iodised salt.

23 23 Recommendations Ministry of HRD, Govt. of India  MME Funds should be used for supplying soaps for washing hands and Phenyl for cleaning the toilets.  Implementation of the Weekly IFA Supplementation program (for weekly IFA supplementation and biannual de worming) and the School Health Program needs to be planned with the Department of Health and Family Welfare.  It is recommended that state should encourage the cooking agencies to cook in smoke less Chulahs or in LPG.  All schools should be instructed to display MDM logo outside walls of kitchen premises as well on any other prominent place in school so that general public

26 26 Recommendations Ministry of HRD, Govt. of India  More encouragement should be given for community participation as the community is going to be benefited by such initiatives.  Setting up of State Project Management Unit (SPMU):  State Review Mission: The State Govt. should also constitute Review Mission at the State level.  The Department should prepare a MME plan and share it with the districts and blocks and ensure that 50 % of the MME Funds should be spent at the school level as per the Government of India instructions on utilization of MME Funds.

27 27 Recommendations Ministry of HRD, Govt. of India  MIS Monthly data entry in to the MDM MIS at trgmdm.nic.in is pending. It should be completed by 31 st March 2013 for all the months. For this a team may be set at all levels.  Evaluation studies of the scheme should be conducted by the state government through an external agency.  Inclusion of eggs out of existing resources can be considered  Grievance Redressal mechanism may be set up for registering complaints under the scheme at all levels in the State.
