2 CERN 18-19 Jan 2006 Safety Requirement in case the Installation activities are going on in parallel with the Commissioning. P. Cennini AB This situation is present in the PS Tunnel where the Consolidation Program is taking place in parallel with the LEIR Commissioning. During this phase there are not Ionizing Radiation hazards, on the contrary the Electrical hazards are present because some Electrical Elements in the Inflector Zone must stay ON. During this phase there are not Ionizing Radiation hazards, on the contrary the Electrical hazards are present because some Electrical Elements in the Inflector Zone must stay ON. Recently an effort to install the protecting covers on the electrical elements has been done. Unfortunately not all equipments are in agreement with the safety requirements (IP2) giving the right to NON PROFESSIONAL INTERVENERS to access the area. Under this conditions the access must be restricted to persons having a recognized “Habilitation Electrique”. If is not the case, a series of Compensatory Measures must be taken. 3 CERN 18-19 Jan 2006 Safety Requirement in case the Installation activities are going on in parallel with the Commissioning. P. Cennini AB The Compensatory Measures implemented in the Inflector Zone to guarantee the safety during any non electrical intervention like transport and handling of magnets, connection of the vacuum line, survey, etc. are: Optimized scheduling to minimize the overlap between Installation and Commissioning. 4 CERN 18-19 Jan 2006 Ionizing Radiation Hazards PS Bridge Closure P. Cennini AB Following the estimation made by SC-RP, the access to the “PS Bridge” between buildings 150 and 151, will be suppressed during the runs. According with the regulations an area where dose rate can potentially exceed 100 mSv/h must be classified as "Forbidden Area" and access must be physically impossible. 5 CERN 18-19 Jan 2006 Ionizing Radiation Hazards Operational Dosimeters P. Cennini AB Following the Memorandum from SC-RP (EDMS 691779) starting from January 2006, the (good old) pen-dosimeters will be no more available at the Accelerator entrances. 6 CERN 18-19 Jan 2006 Oxygen Deficiency Hazards P. Cennini AB During the commissioning of the Cryogenic line in the LHC Sector 8, the compensatory safety measures related to Oxygen Deficiency Hazards (ODH) were applied in the SPS-LHC Transfer Tunnel (TI8-TI12) and in the CNGS Hadrons Stop area. During the commissioning of the Cryogenic line in the LHC Sector 8, the compensatory safety measures related to Oxygen Deficiency Hazards (ODH) were applied in the SPS-LHC Transfer Tunnel (TI8-TI12) and in the CNGS Hadrons Stop area. These additional measures were: Level 4 Course passed (Web SC Site) and the need to wear Individual Oxygen Meter. In 2006 the needs for the Safety infrastructure like doors, fixed Oxygen meters, warnings, training and access procedures in all non LHC tunnels where the risks exist, will be finalized. 7 CERN 18-19 Jan 2006 Electrical Hazards P. Cennini AB In general, the access for “non electrical experts” to areas where there are Electrical Power Equipments, is allowed under the following conditions: The Equipments are OFF & Locked-Out (consignés) The Equipments are OFF & Locked-Out (consignés) In case the Equipments must stay ON or are not formally Locked-Out They must be protected by “covers” or be housed in cabinets according with the safety standards (IP2). If this is not the case, the interveners should have the appropriate permit (habilitation electrique) or be accompanied by a person in posses of this document. In 2005 a person lost his life during a Transport-Handling operation. We must be conscious that simple, normal, “de routine” operations could generate serious accidents. Together with the Department in charge of the Transport-Handling a series of preventive measures have been envisaged.
