Coaching Education Currently 2 USSF D Courses o June 6-11 o June 13-18, o SLC E course 6/27 - 7/2 o Davis Futbol Club will be hosting 7/11 - 7/16 o Potentially a La Roca hosted one upcoming o Member Organization Hosted Courses are Key – Open to only your Organization for the first week o U.S. Soccer – Class size restrictions of 12 Candidates per Instructor o Max Class size is 24 to 36, Minimum is 16

2016 Spring Season Region 2 386 of the 1405 teams come from Region 2 (27.5%) o Region 1 – 5.2% o Region 2 – 27.5% o Region 3 – 22.6% o Region 4 – 17.2% o Region 5 – 27.5% Referee Assignors – Region 2 Spring Break

2016 Spring Season Reschedule Process o Use Affinity to Reschedule games o 2 Games per Season (45% If every team did 2 (67.5% if 3)) o First two weeks after Schedule is released – Free of Charge for Completed Reschedules. $50 Dollars After o Reschedule is not complete until game is actually moved. How To Instructions and Video o UYSA.Org Programs Tab – League Schedule and Standings All Reschedules Must be Completed in the System 5 Days prior to the Original game time o Not Counting Game Date or the option disappears.

Competition Structure X-league – Starting Fall 2016 o U9/U10 – 7 v 7 o U11/U12 – 9 v 9 o X-League Teams Can Start Try Outs the Monday prior to Memorial Day State Competition League (SCL) o U13/U19 – 11 v 11 D2 and above in all age groups Interregional League (IRL) o U13/U19 – 11 v 11 in all age groups. o North, Metro, South o All SCL and IRL Teams Try-Outs Start Tuesday after Memorial Day

Small Sided Games Heading U.S. Soccer Concussion Initiative includes specific changes to heading rules Those changes included: o Modify substitution rules to allow players who may have suffered a concussion during games to be evaluated without penalty o Eliminating heading for children 10 and under o Please note that U11 is listed in the U.S. Soccer Concussion Initiative document because U11 players can be 10 years old at the beginning of the season o Limiting the amount of heading in practice for children between the ages of 11 and 13 o In addition to the safety initiatives, the following modified rule should be implemented: When a player deliberately heads the ball in a game, an indirect free kick (IFK) should be awarded to the opposing team from the spot of the offense. If the deliberate header occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the point nearest to where the infringement occurred. If a player does not deliberately head the ball, then play should continue.

SCL Team Placement (Alignment) General Principles o Team placement and movement in the SCL will be based on previous season performance and “Continuity.” o A MO Team’s “Continuity” will be based on the Organizational Member (OM) under which it competes. o Independent team, on player retention same as it is currently. o After each season – Standard promotion and relegation between divisions o The PDC and CS shall have discretion for the following: to resolve alignment issues in the absence of specific applicable guidelines; to accomplish fairness and equity, especially during transition period.

US Youth Soccer statement on U.S. Soccer’s birth-year registration mandate o FRISCO, TEXAS (Jan. 26, 2016) – As previously announced in August 2015, US Youth Soccer, along with other youth soccer sanctioning bodies, will be implementing the U.S. Soccer Federation’s birth-year registration mandates on Aug. 1, 2016. o Beginning Aug. 1, 2017, all youth soccer sanctioning organizations will form competitions based on birth-year age groups. Beginning Aug. 1, 2016, US Youth Soccer will be using the following birth-year “labels” for competition, based upon the season in which competition ends. For example: Players born from August 1, 1997 – December 31, 1998 will be labeled as Under-19/20s. Players born from January 1, 1999 – December 31, 1999 will be labeled as Under-18s. Players born from January 1, 2000 – December 31, 2000 will be labeled as Under-17s. Players born from January 1, 2001 – December 31, 2001 will be labeled as Under-16s. Players born from January 1, 2002 – December 31, 2002 will be labeled as Under-15s. Players born from January 1, 2003 – December 31, 2003 will be labeled as Under-14s. Players born from January 1, 2004 – December 31, 2004 will be labeled as Under-13s.

Continuity Organizational Member Teams o OM holds the natural transitional spot for each team with no player retention requirement. I.E. A OM Team is currently U17 P1 with 98 and 99 birth year players. The Teams new spot is U19 P1 (based on US Soccer Mandates) and it retains that position. Independent Teams o Team retention requirement o Team holds natural transitional spot – U16 P1 team with 99 and 00 birth year players they hold same spot in U18 P1 if 9 returning players – retain spot o 7-8 returning players – relegated one division o 5-6 returning players – relegated two divisions o <5 returning players – new team starting in the IRL

Continuity – Team Splits OM Splits for birth year alignment where the OM holds the spot at the older age group per policy a team will be granted the same division at a year younger if: 1-The OM does not already hold a position or positions within the bracket (If they do the OM must organize its teams to accommodate player movement into the teams already placed in the bracket) 2- If the split is a true 50/50 split. Example: A roster with 8 players of the older birth year and 8 players from the younger birth year. Acceptable splits of the current roster will be 6/6, 7/7… or higher. 3-If your team plays in the National League or DPL and the team splits, both teams will be guaranteed a spot division’s equivalent to their natural progression. (This allows teams that have DPL/NL spots to retain their DPL/NL spot regardless of what US Soccer decides to implement. Currently they are undecided and we would like to move forward with our game plan rather than waiting on them to make a solid decision. Allowing both teams a spot ensures that we do not penalize our teams regardless of what US Soccer decides.)

Continuity – Team Splits OM Splits for birth year alignment where the OM holds the spot at the older age group per policy a team will be granted the same division at a year younger if: 4- If a OM creates a team due to a team birth year split and has 6 returning players from the previous roster plus 3 additional players from within the club or outside the club that have played in the same division or a higher division. o Citeria Met: Team will automatically be granted a spot in the same division of the birth year age of the younger players equal to that of the initial guaranteed spot of the teams natural progression. o All other instances the team and OM must petition the Birth Year Transition Alignment Committee for placement. Organizational Member Teams o Petition the PDC / Alignment Process o Independent Teams Old rules apply – Petition through Alignment Process as standard o PDC and CS discretion - Flexible league size during transition period

IRL Team Placement Same general principles as SCL Process o Two up/two down amongst divisions in three zones o Current Standard Transition from IRL to SCL.

Fall and Spring Season Play Ages U9 through U15 will play both fall and Spring o U15 now includes both 8 th and 9 th graders – Looking at year round play. o Premier Only? o Premier through D1? o SCL Only?
