3 CALL TO ACTION In Sept., 2000 all 191 UN Member States including our country, have agreed to try to achieve the 8 goals of the United Nations Millennium Development Goals. This United Nations Millennium Declaration, signed by world leaders aimed to combat poverty, hunger, disease, illiteracy, environmental degradation, and discrimination against women. Of the 8 goals, 3 goals pertains to health… these are MDGs 4, 5, & 6

In the next slides, we will review our achievements for 2014 as they compare to our targets, as well as our commitments to be achieved by December 2015 and June 2016, as the Aquino Administration ends

17 UHC Hi-5, is a strategy which aims to:
produce the greatest improvements in health outcomes & the highest impact on the priority vulnerable population, with focus on 5 critical UHC interventions, prioritizing the poor, providing tangible outputs which are “felt” within a breakthrough period of 15 months through synchronized nationwide implementation of activities.

32 Hi-5 Activities

33 Hi5 focuses on specific services of critical UHC interventions such as 1. Maternal Care 2. Infant Care 3. Care for Under Five Children 4. HIV/AIDS Prevention and Control and 5. Establishment of Functional Service Delivery Network that will prioritized the poor and providing tangible outputs which are “felt” within a breakthrough period of 15 months a synchronized nationwide implementation of activities are to be provided on-top of the routine services of the Regional Offices.

34 Preparatory activities shall ensure that implementation of the Intensified Regional Operations are well-organized and standardized so that delivery units at the National and Regional Levels shall efficiently manage performance on HI-5. Profiling of target recipients, health facilities, and health care providers shall then be carried out to establish baseline data for service delivery. Baseline data shall include a) master lists of target recipients as a pro-active means of reaching target population and b) improving access to relevant health information, health services, and commodities.

41 HOW to implement the HI-5?
General Guidelines Intensified Regional Operations. Regional Offices shall intensify operations for routine services and for HI-5 special activities to augment routine services, for a period of 15 months from April 2015 to June 2016. 5 Critical UHC Interventions. The Special Breakthrough Services shall focus on reducing maternal, infant and under-five mortality; reducing the burden of HIV/AIDS; & establishing Service Delivery Networks. Prioritization of the Poor. HI-5 shall focus on the poor population. Focus on Direct Service Delivery. HI-5 activities shall prioritize direct service delivery & other direct interventions like deployment of HHR, to ensure that HI-5 is tangible to the target population. Synchronization of Activities. All major HI-5 activities shall be synchronized to occur nationwide & at key specific dates so as to have a greater impact on the target population.
