Compliance Monitoring Re-design Compliance Monitoring - Major re-design recently Significant changes were made to improve the Compliance Monitoring Data Entry Screens, Navigation and Functionality To enter inspections, your Regional ICIS-NPDES System Administrator must include the role for add/edit Compliance Monitoring for each ICIS User id You will most likely need access to “Sensitive Data” also

Inspections – Sensitive Data A Compliance Monitoring Activity record is sensitive data until an Actual End Date is entered If a user who does not have sensitive data privileges, adds a Compliance Monitoring Activity record without an Actual End Date The user cannot View or Edit the sensitive record once it is saved The record remains sensitive until an Actual End Date is entered If you do not have sensitive data priviledges and need them, contact your Regional System Administrator CM Activities

Compliance Monitoring - Inspections Data entry screens are different for Federal and State users Various fields are required for Federal users only Inspection Conclusion information is displayed on the Federal screen only

Management of CM Activities – Compliance Monitoring Information Compliance Monitoring Activity Name is required for Federal Users Beneficial for searching a record later Be sure to enter your Region or State (may default) CM Activities

Management of CM Activities – Linked Facility Interests Linked Facility - required to Link a Facility to the inspection record Program System Acronym = enter NPDES (may default) Identifier - enter the 9 digit NPDES id Click on Validate If NPDES unknown, click on Facilities to search If facility does not exist, contact your ICIS Regional System Administrator After Validate CM Activities

Linking Inspection to NPDES ID It is important to link your inspections to the NPDES ID In some cases, the facility may have a PCS ID (prior to migration) in ICIS-NPDES and an NPDES ID (after migration)

Management of CM Activities – Activity Dates Compliance Monitoring Dates – One date is required to save the record Remember the Compliance Monitoring Activity record is considered sensitive until an Actual End Date is entered Recommend that you enter the Actual End Date (be careful, if you make a mistake on the Actual End Date, you will be required to delete the inspection and start over) CM Activities

Statutes and Section Information – Federal Users Click on Manage Statutes/Section This section shows the information for the Law Section to which the Compliance Monitoring Activity is linked Only 1 Statute can be linked per record. Multiple Sections can exist per Statute. CM Activities

Statutes and Section Information State Users For State Users, the Statutes and Sections Information is displayed on the Compliance Monitoring Initiation screen Default is NPDES – Base Program, Limits, Reporting, Schedule) Scroll down, and click on NPDES - Pretreatment You can choose multiple Sections, by holding the CTRL button

Management of CM Activities – Additional Information This section allows for the input of additional information related to the Compliance Monitoring Activity CM Activities Notice Required Fields above Federal Users must fill in Joint Inspection information, ex CAFOs

Management of CM Activities – Contacts Recommend you enter the Inspector under the Government Contacts Provide a list of inspectors to Regional System Administrator CM Activities

Management of CM Activities – SIC/NAICS Codes The application allows users to enter both or either SIC and NAICS codes Users can track one primary and many secondary SIC/NAICS codes In general, these codes are tracked on the NPDES Permit basic info CM Activities

Management of CM Activities – Citations This section captures 40 CFR Information Citations can be added to the Compliance Monitoring Activity record through a secondary screen CM Activities

Management of CM Activities – National/Regional Priorities Regional Priority is filtered based on the user’s region For both National and Regional Priority The associated Fiscal Year is displayed with each Priority Priorities are sorted by Fiscal Year Federal Users are required to enter this information CM Activities

Management of CM Activities – Media Monitored This section allows the user to select which type of media is being monitored, such as Air Land Plants Water CM Activities

Management of CM Activities – Multimedia Indicator The Multimedia Indicator section allows the user to indicate whether the Compliance Monitoring Activity covers multiple media (e.g. Air and Water) CM Activities

Management of CM Activities – Compliance Monitoring Information Advantage to entering the Compliance Monitoring Rating code Create Reports – separate unsatisfactory, satisfactory and marginal CM Activities

Management of CM Activities – User Defined Fields Users may enter supplemental information for the Compliance Monitoring Activity into the six User Defined fields Guidelines for these User Defined Fields may be different for each state/region CM Activities
