Community Development Department Technical Site Plan Application Purpose: To ensure that site development complies with development regulations, and that development will take place in an orderly and efficient manner. Review outcomes:  Staff – Reviews and provides a recommendation to the PLDRB for approval or denial.  Planning and Land Development Review Board – Review/Final approval/denial authority (Moderate/Tier 2 applications).  Applicant – Obtains final Development Order through approval of the construction plans and technical specifications, thereby authorizing the applicant to apply for a building permit.

6. Existing Conditions & Proposed Site Plan Community Development Department Site: Approximately 12.5 +\- acres of the 18.67 acres, are wetlands and will remain wetlands and wetland hardwoods. The wetland area serves to buffer residences to the west and south. Site: The project area is approximately 5.5 acres of the 18.67 acre site. It is characterized by mixed pine and suitable soils. Planned development will be oriented toward Palm Harbor Pkwy.

7. Community Development Department Project Summary Phase I includes the main building which is 64,038 SF. Maximum height is 32’8” feet. 82-unit assisted living facility with 100 beds; Up to 20 memory care units; Access through a full service drive onto Palm Harbor Parkway, across from realigned Chris Lane; Onsite amenities will include rain garden, dog walk, exercise facilities, bistro, dining area, and service kitchen, theatre, club and multi-function rooms. A small portion of site parcel (in rear) is reserved for Phase 2.

Findings: Staff finds that the application is consistent with the Land Development Code (LDC) and Comprehensive Plan; however, the applicant is still required to meet a limited number of comments to achieve a Development Order (These comments are depicted in Attachment A). Recommendation: Staff recommends the PLDRB approve Application No. 2986, TIER II Technical Site Plan review for the proposed Protea Senior Living Assisted Living Facility, subject to the satisfactorily addressing the remaining comments identified in Attachment A.
