2 TITLE I, PART A  Title I, Part A, is intended to help ensure that all children have the opportunity to obtain a high- quality education and reach proficiency on challenging state and academic standards and assessments.  The program focuses on promoting reform in high-poverty schools and ensures student access to scientifically based instructional strategies and challenging academic content. 2

3 TITLE I, PART A PROGRAM MODELS Targeted Assistance or Schoolwide Targeted Assistance Provides supplemental services to “identified” children who are low-achieving or at risk of low achievement. Section 1115, Targeted Assistance Schoolwide Ensure all students, particularly those who are low-achieving, demonstrate proficient and advanced level in the state achievement standards. 4 TARGETED ASSISTANCE ELIGIBILITY  The school selects “eligible children” from this larger pool of students by identifying those who are “failing, or most at risk of failing, to meet the state’s challenging student academic achievement standards.”  The school makes the determination based on multiple, educational related, objective criteria established by the district and supplemented by the school. (Rank Order List)  Selection is based entirely on low-achievement, not low income. 4

5 TARGETED ASSISTANCE PROGRAM EIGHT (8) COMPONENTS 1.Comprehensive needs assessment. 2.Ensure planning for low achieving students incorporated into current School Improvement Plan. 3.Methods and strategies are based on scientifically-based research. 4.Coordination and support to the general education program. 5.Provide instruction by highly-qualified teachers and paraprofessionals. 6.Provide opportunities for professional development. 7.Strategies to increase parent involvement. 8.Coordination of federal, state, and local services. 5

6 SCHOOLWIDE MODEL ELIGIBILITY  A Title I, Part A school is eligible to become a schoolwide program when the student poverty level is at or above 40 percent.  A schoolwide program is a comprehensive reform strategy designed to upgrade the entire educational program in the Title I, Part A building.  The primary goal of the schoolwide program is to ensure all students, particularly those who are low- achieving, meet the state’s academic achievement standards. 6

7 SCHOOLWIDE MODEL PROGRAM PLAN  An eligible school shall first develop a comprehensive plan.  A planning year is suggested prior to becoming a schoolwide program.  The plan must be developed:  in consultation with the district and its school support team or other technical assistance providers.  with the involvement of parents and other members of the community to be served.  with individuals who will carry out such plan, including teachers, principals and administrators (including administrators of federal programs). 7
