Roles of Cogent and National Skills Academy for Nuclear Cogent’s mission is: ‘To meet the skill needs of the Cogent Industries to allow them to compete successfully’. The Academy’s Vision is: “To create, develop and promote world class skills and career pathways to support a sustainable future for the UK Nuclear Industry” In delivering their strategic aims, the activities of Cogent and the Academy must be collaborative and additive to maximise the benefit to the industry and to deliver clarity in the management of skills issues.

Products and Roles of Cogent Cogent as the Sector Skills Council for the Nuclear Industry will provide the following core services. –Conduct Research and LMI –Develop Qualifications, Standards and Frameworks –Ensure STEM provision is available to meets the nuclear industry’s needs. –Lobbying and funding –Provide IAG –Provide bespoke products for industry not conflicting with National Skills Academy for Nuclear’s role To carry out these activities Cogent obtains funding from Government and draws down additional project funding from industry.

Products and Roles of National Skills Academy for Nuclear National Skills Academy for Nuclear will: –Work with employers to identify skills gaps/issues/solutions. –Quality Assure the Provider Network. –Develop and Roll out the Nuclear Skills Passport, incorporating the NITF and Core Roles. –Ensure progression routes available through the Skills Pyramid. –Develop the Train the Trainer and Worker Trainer programmes. –Develop the Ambassador Programme –Manage and roll out the Community Apprenticeship Programme. –Roll out and brand the Energy Foresight Programme to promote the sector and raise awareness of career opportunities. –Support the development of the Aim Higher Climbing Frame project. To carry out these activities the Academy will need significant funding from employers, once this is received, it draws down match public funding from the Learning and Skills Council and other Stakeholders.

Summary Cogent’s focus is on strategic engagement with employers, working to understand gaps and employer needs and to then develop appropriate education and qualification products and frameworks and to influence policy and supply to meet these needs. National Skills Academy for Nuclear’s focus is on employer engagement to ensure that quality assured training solutions are provided.

Research Update Need to update Sector Skills Agreement LMI to take account of: –Latest power station operating programmeand subsequent decommissioning programme; –Current decommissioning programme; –New power station build programme Current Defence programmes; –Defence new build programme; –Deep geological waste repository Compare to SSA and current skills strategies Recruitment action in hand and interim resource agreed and Strategic Action Plan will be developed.

Women-in-Work Cogent/National Skills Academy for Nuclear submission made to UKCES for funding for: –50 women on one day career planning programme and registered on Nuclear Skills Passport –10 ULRs trained with Career Pathways tool –30 women funded for CPD programme –20 Case Studies –Develop Core roles in RP and Safety Case Preparation

Events and Conferences World Skills Environmental Science Competition Launch Event Friday 5 September - aim to run a competition in 2009. Skills 3 Conference Date tentatively 12 March 09: –Joint BNES, National Skills Academy for Nuclear, Cogent conference. –Evening Cogent/National Skills Academy for Nuclear annual dinner and awards

CORE ROLES A description of the core roles in the nuclear industry are needed to provide career planning aspects of the Nuclear Skills Passport, Career Pathways and would assist in development of NOS Work has focussed on deriving from the NDA Resource Codes – (96 individual job roles) - covering a wide range of areas such as Engineering (commissioning), Engineering (Operations), Trades (Asbestos) From original NDA Resource Codes (now reduced to 51) have generated 12 Core Roles

CORE ROLES (2) Current Core Roles are: 1. Energy Production Operations 2. Decommissioning Operations 3. Process Operations 4. Maintenance Operations 5. Safety & Security 6. Radiation Protection 7. Project Management 8. Engineering Design 9. Scientific & Technical Support 10. Business 11. Construction 12. Waste & Repository Operations

CORE ROLES (4) Core Roles need to be expressed to provide expected competences and associated nuclear industry qualifications. This format similar to other areas in Cogent described as the Gold Standard. Draft format describes four areas: –Technical Competence –Business Improvement –Compliance –Functional and Behavioural

Nuclear Industry Qualifications ( Which qualifications can be used to ensure an individual is suitably experienced and competent to carry out these operations?) Technical Competence Nuclear Decommissioning Operator an individual may be required to… Prepare engineering equipment for use in a radiation/contamination controlled environment. Assemble and dismantle nuclear decommissioning equipment. Operate, maintain, monitor and adjust appropriate nuclear decommissioning equipment. Dismantle contaminated plant, structures and equipment. Decontaminate radioactive plant and materials remove and transfer hazardous materials etc to designated storage locations. NVQ Level 2 in Nuclear decommissioning NVQ Level 2 in Performing Engineering Operations Forklift Truck/Crane Operation License
