PERRIS ELEMENTARY SCHOOL DISTRICT Superintendent’s Advisory Attendance Area Advisory Committee Report December 10, 2015

Introduction Eric Hall and Associates (EHA) Served as the committee moderator and facilitated discussion Davis Demographics & Planning (DDP) Drafted a seven year student population projection Provided demographic data Drafted attendance boundary scenarios

Committee Membership Administrators Certificated and Classified Employees Parents The composition of the committee allowed the committee to view the data from multiple perspectives

Committee Meetings The Committee met on three occasions October 19 th, November 17 th and December 1 st An overview of the District student population projections, current boundary configurations and transfer patterns were given Ground rules were established for the committee in order to ensure all ideas and opinions would be shared and considered Criteria for evaluating each of the boundary scenarios was created and agreed on

Criteria SAFETY Avoid freeway or Metro link crossing Avoid major street crossing Major streets should have signals Favor Crosswalks and Crossing Guards Favor Sidewalks Favor paved Roads BALANCED ENROLLMENT Consider Capacity Consider 750 students as the ideal school maximum enrollment expressed in the District’s Educational Specifications Balance Special Ed Caseloads Maintain additional capacity at Clearwater for future growth and intra district transfers back to the District Consider enrollment projections MAINTAIN SPECIALIZED PROGRAMS Railway Magnet Innovative Horizons Charter Clearwater Stem School Parental Choice Schools should not be a “leftover” Increase Specialized Programs when possible Maintain current 2.5 mile walking distance, per board policy

About the Scenarios All scenarios take into account The consolidation of Park and Perris Elementary School campuses The elimination of the Innovative Charter attendance boundary to comply with the Charter’s founding documents that declare the school a district wide school of choice and not of residence

The Process DDP conducted research and collaborated with EHA and the District to draft options for consideration that met the established criteria The committees interest and desires were also taken into consideration 5 scenarios were then presented to the committee After deliberations some scenarios were eliminated and alterations were requested 4 more scenarios were then presented to the committee for review

Reaching Consensus Study, review, discussion and deliberations included individual and group votes Members expressed their preference using a “thumbs up” or “thumbs down” vote A “pair and share” approach whereby members discussed options in small groups with reporting out on their concerns and preferences to the committee Among the nine separate options reviewed the top three options for consideration were ranked in priority order Although ranked by preference all three are suitable options acceptable by the committee that the committee stated they “could live with”

Additional Considerations Early parent and community notifications on attendance area changes Early student registration process to determine students preferences “Grandfather” current school of enrollment for students to allow for the least amount of disruption and changes as possible especially for upper grade students who have attended their school of choice for several years Communicate and collaborate with The City of Perris and continue discussions regarding additional safety considerations in roadway, cross walks and parent drop off areas to facilitate safety of students, parents and the community Communicate and collaborate with The Riverside County Transportation Commission (RCTC) for continued discussions and additional safety precautions on railway crossing and parental and student education Consider adjusting school start times within the District and facilitate dialogue with RCTC for consideration of adjusting train schedules as a safety feature

Conclusion The priorities presented by the committee for superintendent consideration are all viable from the committee's perspective. The top choices ranked in priority order as recommended by the Committee are: Scenario 5 – Uses Redlands Ave to divide the attendance areas in the eastern portion of the District Scenario 5A - Avoids splitting neighborhoods Scenario 1A – Shifts the attendance area for Clearwater Elementary further west
