Flood protection and risk prevention The HPA  builds and operates public flood protection systems (dykes and flood barrages),  defines guidelines for private flood protection within the port (polders),  has responsibility for a number of important risk prevention activities, which are overseen by the port team and the Hamburg storm tide warning service. 18. Safety in shipping The HPA port office is responsible for enforcing absolute compliance with nautical security regulations, while at the same time enabling traffic to flow smoothly. The port office:  maintains the land-based radar chain,  provides vessels with information about transport routes and berths,  advises skippers on the Elbe through ist main nautical office, which also arranges on-board pilot services as required.
