2. 2 Project History MARC Maintenance & Layover Facility –Support existing and expanded Penn Line operations @ MTA controlled facility –Provide storage for rolling stock –Transfer maintenance & layover from Amtrak facilities Site Selection Report – February 2012 –Evaluated five sites Narrowed options down to two –APG –Prologis Site Selected - 2012 –Prologis site (Edgewood – Harford Co.)

3. 3 Project Overview Why Prologis? –Property acquisition & low risk of hazardous materials –Traditional risks & challenges developing this site w/more predictable resolutions & schedules –Environmental Condition Report (ECP) for APG – Superfund site –Prologis is hydrogeologically upstream from APG site. Have entered Preliminary Engineering (PE) Phase –Determine project Phasing –Develop Preliminary plans PE concurrent with Environmental document

4. 4 Prologis Site Location: North side of Amtrak (across from APG Site) Part of a mixed commercial/ industrial facility Zoned: General Industrial District 64 acres Urban Residential – 4 acres Road Access: The Gap Drive

5. 5 Preliminary Engineering Phase Creation of a site master plan Break project down into Phases Develop storage layout for first Phase No new interlocking on NEC –Located between Magnolia & Wood interlocking Coordinate with Amtrak Determine new location for existing stormwater management facility May be possible to reforest some in this location

6. 6 Project Schedule September 2012 - Begin Preliminary Engineering & Environmental Document Fall 2013 - Complete Preliminary Engineering & Environmental Document Winter 2013/2014 – Begin Final Design
