The XYZ Affair France was annoyed with the U.S. and started capturing our ships because they thought the Jay Treaty meant that we sided with Britain John Adams sent 3 people to make peace with France – France bribed us $250,000 to side with them and wanted us to lend France $3 million The U.S. named the bribers X, Y and Z. – Many Americans wanted to go to war for capturing our ships and trying to bribe us

The Alien & Sedition Acts The Federalists and Republicans hated each other more because the Republicans wanted to go to war To reduce “WAR FEVER,” Congress passed 2 new laws – Alien Act – an immigrant must live from 5 to 14 years in the U.S. before becoming a citizen – Sedition Act – It was a CRIME to insult or say anything against the government (aimed towards Republicans)

States’ Rights Republicans got upset because the Alien & Sedition Acts went against our FREEDOM OF SPEECH Nobody knew who to complain to yet… – Everyone went to complain to their states – VA and KY said that the Alien and Sedition Acts were UNCONSTITUTIONAL – Those states said that if it is unconstitutional, they could ignore the LAW THIS BOOSTED THE IDEA THAT STATES HAD RIGHTS
