8 International Initiatives In 1988, the United Nations Environment Programme & the World Meteorological Organization formed the Intergovernmental Panel on Climate Change (IPCC). The Kyoto Protocol was an international treaty produced after the Earth Summit in Rio de Janiero in 1977 to reduce greenhouse gas emissions.
