Work we have carried out under ADB Grant 0133-CAM 1.Analysed CAP2 and MAPs of MAFF, MRD, MOWRAM. 2.Attempted to assist with sequencing of stage 2 activities. 3.Developed a training plan at 3 levels. 4.Made good progress with implementation of the training plan. 5.Started to draft national procurement law / regulations. 6.Commenced review of SOP/PM with MEF/DIC & DP 7.Worked closely with PFM Working Groups and responded to specific requests for assistance. 10

Sequencing of Stage 2 Activities 11 The problem: Stage 2 has many activities that cannot be carried out at the same time. Line ministries should implement reforms under guidance from MEF. Implementing much of the MAP has awaited guidelines on priorities and sequencing from MEF, which is now becoming available.

Sequencing of Stage 2 Activities 12 Effect on our work: Therefore much of our assistance has focused on general awareness of existing systems and principles of reforms, rather than on specific new instructions and guidelines. This especially applies to budget execution, procurement, accounting, and FMIS.

Training strategy We have developed a training strategy at three levels. Levels 1 and 2 are well advanced. Plans for Level 3 are being developed now. Information based training Ministry Seminars and Workshops On the job training, coaching 13

Level 1: Information based training We have created a growing library of reference material in Khmer and English, consisting of government reference materials, text books, slide presentations, worked examples and case studies. 16

Next Steps over approximately 12 months Implementing, in conjunction with EFI, 24 level 1 courses Implementing, in conjunction with RDMs, 36 level 2 seminars Implementing, in conjunction with RDMs, 24 IT Courses Assisting DPP on the path to national procurement legislation Assisting MEF/DIC & Development Partners in the review, enhancement & application of SOP/PM across government as well as RDMs 29

Next Steps over approximately 12 months Assemble a database of trainees, courses attended and skills records Investigate possible routes to professional qualifications Implement PFM M&E systems in MRD and MOWRAM Assist RDM with procedures & processes aimed at MEF FMIS initiative (needs directions from MEF) Link training requirements for FMIS with level 1 courses Training on other guidelines issued by MEF etc 30
