Q & A Update 1 Q: Are we able to reimburse up to 90% for JD NEG OJTs? We thought that the sliding scale waiver that allowed this, expired with WIA? A: The Jobs Driven NEGs were obligated to the Project Operators prior to July 1, 2015 (WIOA begin date) and therefore fall under the Commonwealth’s approved Sliding Scale Waiver. Therefore, they can reimburse up to the maximum 90% based upon employer size.
25
Q & A Update 2 Q: Can worker’s comp costs be charged to the grant? A: Yes, assuming the participants are paid a wage (to get the comp payment); it is done as a customized training auspices of JD NEG and done through a subcontract (also as required by the TEN 29-13). Be advised that any trail or contingency cost that occurs after the grant period end date will not be paid under this award. In other words, if a claim is submitted 3 months after the grant ends and the grantee needs to payout, they will have to use another source of funds.
26
Q & A Update 3 Q: How can a training stipend be funded by the grant? A: A LWDA could propose that (again under the customized training of the grant) and as allowable by their plan and the Commonwealth plan and rules. Each would be determined on a case by case basis
27
Q & A Update 4 Q: How can grant funds be used for staff development (seminars, training) and related travel costs? A: Berks County has made funds available for this purpose with funds they have from this same grant source. If the request is for activity is other than the PA WDB Symposium or the PWDA Conference, Berks County will need to approve in advance. If this is listed in your grant agreement, funds may be used from that source, also.
28
Q & A Update 5 Q: What do you think about combining an OJT and an ITA for a placement for an individual? A: This type of activity is the essence of Work Based Learning in WIOA and with JD NEG. Braiding or leveraging funds from various sources is allowed as long as it is allowable to all funding sources involved and within your LWDB policy.
