Aims of the Recognition and Procedural Agreement The Office and the Union to work in a spirit of partnership Social dialogue Recognition of the bargaining agents Means for the Union Non discrimination or victimization Negotiation Procedure Collective disputes settlement procedures

Joint Negotiating Committee Six representatives for each party Technical advisers Joint Chairs and Joint Secretaries Meetings: at least 3 times a year, and within 20 working days of the request

Subjects of negotiation at the JNC Application of the CS terms and conditions of employment Joint proposals to change CS terms and conditions of employment Terms and conditions of employment not covered by the CS Other issues

Review Panel Three members: one for each party and Chair jointly nominated Mandate of two years Incompatibility with JNC Process to be concluded within 15 working days

Dispute Settlement Procedure Review Panel Collective grievances Review process Mutually agreeable solutions Recommendations of the Review Panel Non-acceptance of the recommendation. Each Party to take “such actions as it deems necessary”
