1 Background The emission reduction targets under the Kyoto Protocol was maintained in recent Cancun Ministerial Conference. -8% for the European Union -7% for the United States -6% for Japan and 0% for Russia The treaty permits emission increases of 8% for Australia and 10% for Iceland Telecommunication field consumed more than 29 billion Kilowatt hour of electricity in 2009, and Base Station consumption occupied more than 45% of it in China. China Telecom already announced Energy Saving Operation Guide Book in 2008 to be a green environment protector

2 1. The traffic volume in some sites/carriers varied during the time especially at CBD, residential area, shopping centers, and etc. depended upon the flowing of Human Beings. 2. The special events will trigger abnormal traffic volume in some sites/carriers at arenas, stadium, and exhibition areas. Question : How do we manage the Energy Saving Mode of the Network in order to avoid the waste of energy? Traffic Migration Phenomena

3 Coverage Compensation Technology Study Requirement Minimized the impact of coverage, dynamically turn on/off the BTS/carriers on demand. This feature should be supported by both 1x and HRPD network.
