10.  Defense is used in the Constitution more than any other function of government  So much of what we think about with the government has to do with how we are being protected from foreign enemies Provide for the common defense

11.  Government acts as a servant to its citizens  To benefit all or most people  Always take care of country and fellow citizens Promote the general welfare

12.  Liberty is guaranteed but not absolute  We are free to do what we want as long as it doesn’t take away other people’s freedom. (rules) Secure the blessings of liberty
