2 Introduction The purpose of the group’s work is: –To identify the issues in Internet Governance for Development & Capacity building –To make recommendations to address the issues identified –To identify specific actions, prioritized according to chronology for implementation and their impact and importance

3 Internet Governance Development and Capacity Building

4 Human Main issue Knowledge gap relating to policy issues Knowledge acquisition is expensive Participation generally requires multiple disciplines and thus far is executed through ill representation Solution: We organize the forum in the region and invite the experts which would allow for greater participation, exchange, and acquisition of knowledge amongst our self. We must ensure the transfer of knowledge and thus must control the agenda. In addition to developing our knowledge and capacity building we must ensure that the Caribbean has due representation on an international level through properly briefed representatives.

5 Human We must be connected to organizations to benefit from training possibilities offered to the region.

6 Technical Bandwidth Redundancy Requirements for management of top level domain. In addition knowledgeable administrators, and ancillary physical infrastructure. Affordable pricing for Bandwidth namely for international connectivity. Need for an overarching policy framework in the absence of national policies.

7 Financial and Business Sustainable Business Model necessary for the acquisition of funding Training, sustenance and growth of cadre Create a harmonized perspective

8 The identified aspects of IG Bulk/volume purchasing: a good solution for the region and there are working models available. Does not means buying everything for everyone at the same time. E-learning: Focus must be on open source technology in the application. E-learning requires systems, education on how to administer, maintain and educate with the systems. Content creation: Creative commons licenses (Use and share alike) share equally (under identical terms as received) with recognition of the intellectual input of the creator. How to inventorize the Caribbean resources? through creation of a template, for development of a specific internet resource database

9 Technical assistance and transfer of technology Ensuring proper internet governance: Universal access policy issue: Need to look at application of Open source technology. Licensing is too expensive and restrictive. Public/private partnerships and alliances (use of multi- stakeholder approach). Need for policy to encourage and facilitate these partnerships. Internet awareness campaign: to ensure the multi- stakeholder approach and to inform all users of the benefits, efficient and proper application of the internet. Incentives and means for making internet access tools affordable: Need for policy ensuring and facilitating fair competition (end-end), Need broadband international connectivity, Developing and facilitating manufacturing and assemble of equipment.

10 Concluding remarks Having outlined the issues relating to the IG Development Capacity Building we will proceed with a proposal on identifying available regional and global resources to address these issues.

11 Recommendations for action Development of a roadmap for top level domain name management and administration Definition of the Caribbean needs and identification of the gaps What assistance the international community can provide (ICANN, ISOC, ARIN, LACNIC, LACTLD est.) Development of mechanism for human capital development Establishment of a Internet Exchange point in the Caribbean (administrator needs to be a neutral body)

12 continue Sensitization of SBC’s to the benefits of using Internet for business needs Bandwidth –We recommend that there are two competing landing stations Policy –The group should make prescription recommendation to the policy makers on ICT issues –The following groups should be in be in the policy making procedure Government, academia, business, civil sociality and research

13 Priority 1.Caribbean needs analyses, defining existing resources and gaps -This while define all the priorities 2.Development of the policy prescription submissions to the policy makers 3.Road map (all of the activities could be carried out simultaneously)
