Issue of Declared Capacity (DC), and Actual Generation (AG) by Generating Stations Hon’ble Commission has issued Interim order dated 19/26.10.2005. directing : SRLDC to conduct an enquiry to verify the details of declared capacity (DC), actual generation (AG) in respect of the generating stations belonging to NTPC and NLC, during the period 28.2.2005 to 24.4.2005 and submit a report to the Commission latest by 10.11.2005.

ISSUES Declaration of capacity (DC) - above normative Declaration of capacity (DC) - above normative Extra Generation – Why not in the form of DC Extra Generation – Why not in the form of DC Extra Available Capacity – How to Harness the margins/opportunistic capacity Extra Available Capacity – How to Harness the margins/opportunistic capacity Any Commercial Mechanism tosuggest for tapping the extra generation capacity. Any Commercial Mechanism tosuggest for tapping the extra generation capacity.

Declaration of Higher DC Enhancement in the DC in case of Ramagundam STPS is there in the range of 30 – 60 MW with details as follows. MONTHAVERAGE NORMATIVE DC ( IN MW) AVERAGE ACTUAL DC ( IN MW) AVERAGE ADDITIONAL DC ( IN MW) MAX. ADDITIONAL DC ( IN MW) EXTRA AVAILABLE ENERGY TO CONSTITUENTS Dec-041817.871823.466304.163 Jan-051934.001976.59437631.689 Feb-051934.001984.60517634.001 Mar-051922.231983.50617645.591 Apr-051878.491910.26325622.873 May-051895.891937.95427631.287 Jun-051878.051914.04367625.918 Subsequent to the persuasion by SRLDC similar trend is being followed by Talcher STPS and enhancement of DC in case of Talcher STPS is in the range of 20-50 MW. Enhancing the availability at the pit head generating stations is a step in the direction of achieving maximum economy and efficiency.

Details of Actual Generation (AG) and Declared Capacity (DC ) The day-wise details of the AG and DC by the NTPC and NLC stations during the relevant period of 56 days ( i.e. from 28.02.2005 to 24.04.2005). The day-wise details of the AG and DC by the NTPC and NLC stations during the relevant period of 56 days ( i.e. from 28.02.2005 to 24.04.2005). 7 Whether there was willful under-declaration by the Generating Stations Clause 2 of Regulations 24 on Terms and Conditions of Tariff 2004 (i) Any generation up to 105% of the declared capacity in any time block of 15 minutes and averaging up to 101% of the average declared capacity over a day shall not be construed as gaming, and the generator shall be entitled to UI charges for such excess generation above the scheduled generation (SG). (ii) For any generation beyond the prescribed limits, the Regional Load Despatch Centre shall investigate so as to ensure that there is no gaming, and if gaming is found by the Regional Load Despatch Centre, the corresponding UI charges due to the generating station on account of such extra generation shall be reduced to zero and the amount shall be adjusted in UI account of beneficiaries in the ratio of their capacity share in the generating station.

Whether there was willful under-declaration by the Generating Stations Clause 29(1) of the Electricity Act Clause 29(1) of the Electricity Act The Regional Load Despatch Centre may give such directions and exercise such supervision and control as may be required for ensuring stability of grid operations and for achieving the maximum economy and efficiency in the operation of the power system in the region under its control. The Regional Load Despatch Centre may give such directions and exercise such supervision and control as may be required for ensuring stability of grid operations and for achieving the maximum economy and efficiency in the operation of the power system in the region under its control.

Ways and Means to tap extra generation The Hon’ble Commission during hearing on 6.10.05 on the above issue had intended that it is desirable that such extra generation must be tapped and any commercial issues/implications related to this can be brought to the notice of commission. Frequency Profile in SR : < 49.5 Hz. = 11.53%; < 50.0 Hz. = 91.12%; 49.0 to 50.5 Hz. = 99.84% As evidently clear from the above, the extra generation carried out by the generating stations contributed in enhancing the availability and export to WR/ER regions, when they were operating at a frequency lower than SR. It can thus be seen that the extra harnessed generation was helpful in achieving overall economy and efficiency in the region.
