Standing up a VSOE Site in The Hawaiian Islands Dan M. Davis HPC-Education ddavis@hpc-educ.org 310 909-3487

Building on a significant USC DEN and Alumni population on Maui, formalize and then expand the physical presence of the Viturbi School of Engineering in the Hawaiian Islands, attracting USC-quality undergraduates and graduate students from the Pacific Rim, Hawai‘i and the Mainland, culminating in a self-contained campus capable of providing bachelor and masters degrees. 2 © Dan M. Davis 2012

 Any action must: Enhance USC academic standing Provide economic benefits to USC system Run low risk of harming either standing or finances  Assumptions: Campus  Dean - Unknown  President – Likely hesitant  Development – Possibly antagonistic or avaricious ISI © Dan M. Davis 2012 3

 Start close to the Maui High Performance Computing Center  Initially stay on the Maui Research and Technical Park (MRTP),  Student body base focused initially on the current USC DEN graduate  A growth base :high-potential students of the Pacific Rim  USC on Maui should grow at a steady rate over the next decade to: student body of something on the order of fifteen hundred undergraduates one thousand masters students.  This would require a similarly-sized faculty and staff.  Independent of construction and provisions costs  Estimated revenue increment of twenty-five million dollars a year © Dan M. Davis 2012 4

 The progression envisioned begin with serving the local DEN students motivate the local USC alumni  Followed by formalizing a locus of USC activities initially at MHPCC later at some minimal office conference room space in MRTP.  Then be followed by an initial survey of and analysis of the potential student body from Hawai‘i the PacRim the Mainland.  As Engineering Masters level student population grew, seek: larger classroom spaces authority to teach some classes on-island enlarge the USC footprint. © Dan M. Davis 2012 5

 Add some undergraduate programs for  students on vacation  other Masters programs  When sufficient interest was generated from prospective students >1400 combined math and verbal on the SA get authority to stand up a separate campus  Initially use existing Commercial housing space and office Converted classrooms temporarily  Seek and construct a separate campus. © Dan M. 7 7 Free standing, degree-granting campus of the University of Southern California On Maui and other Hawaiian Islands.

 Still awaiting word on MHPCC contract  Second largest alumni group in Hawai‘i – USC  Largest granter of MS degrees on Maui – USC  Relations with Senator Inouye – good  Contacts with new Senator – being developed  Contacts with UH system on Maui – good  Contacts with UH Manoa on O‘ahu – good  Number of competent Adjunct Profs. – good  Desirability of USC’s presence - hopeful 8 © Dan M. Davis 2012

2012 – Establish Maui presence 2013 – Begin teaching on Maui 2014 – Expand Masters program 2015 – Socialize and investigate undergrads on Maui 2016 – Attract faculty and students 2017 – Get permission for undergrads, select provost 2018 – Accept incoming class of ~250 2019 – Accept second class of ~500 2020 – Procure land and build campus for ~2.5K 2021 – Move to campus 2022 – Hold first commencement © Dan M. Davis 2012 9

 Where are the good markets (Japan, China …)?  How would Maui become a viable cost center?  Could the USC quality be sustained/improved (SAT V+M=1370)?  Would it be useful to retain bi-lingual instructors?  Hastings model (twilight tour for big names)?  What are the barriers to making this work?  Can meta-cognitive training become useful? © Dan M. Davis 2012 10
